Adoption of a Child

REQUIREMENTS:

The High Commission may be approached to issue a Letter of Assurance (LOA) and Letter of Undertaking (LOU) for adoption. For more information, please visit link http://cara.nic.in. Indian and Foreign Nationals residing abroad may adopt a child from India or from any other country which has ratified the Hague Convention on Inter-Country Adoption, 1993 (for details, please visit link: http://www.hcch.net/index_en.php?act=conventions.status&cid=69).

Letter of Assurance (LOA) and Letter of Undertaking (LOU) must be applied for only at the High Commission of India through Welfare and Adoption department ([email protected]).

Letter of Assurance Pre Adoption

  1. Letter of Assurance is issued when the couples have met CARA eligibility and need to start all their documentation for adoption.
  2. This letter is a No Objection which the High Commission of India issues for the couple to go ahead with the processes.
  3. It is one letter issued for both the applicants
    1. Both applicants/couples must come in person to apply for LOA.
    2. Original and copy of Passports of both the applicants
    3. Original and copy of IC of both applicants
    4. Original and copy of Marriage certificate.
    5. Email letter either from CARA or HCI.
    6. Joint declaration letter from the applicants.
    7. Processing time is 3 to 5 working days. Fee applicable is S$30 in cash only.

Letter of Undertaking- Post Adoption

  1. This letter is issued by the High Commission of India, when child is already allocated as an undertaking that post adoption follow ups will be undertaken.
  2. It is one letter issued for both the applicants
    1. Both applicants/couples must come in person.
    2. Email from CARA confirming applicants have an allocation.
    3. Original and copy of Passports of both applicants.
    4. Original and copy of IC of both applicants.
    5. Both applicants/couples need to produce the undertaking letter for the child.
    6. Both applicants/couples need to mention their registration number.
    7. Processing time is 3 to 5 working days. Fee applicable is S$30 in cash only.
