Relaxation of travel restrictions for certain categories of OCI card holders stranded in Singapore

Ministry of Home Affairs of Government of India has issued an Order on 22 May 2020 restoring the right of multiple entry lifelong visa facility for following categories of persons registered as Overseas Citizen of India (OCI) cardholder under section 7A of the Citizenship Act, 1955 (57 of 1955) who are stranded abroad due to travel restrictions imposed by Government of India in view of COVID-19 and who wish to come to India:-

  1. Minor children born to Indian nationals abroad and holding OCI cards.
  2. OCI cardholders who wish to come to India on account of family emergencies like death in family.
  3. Couples where one or both spouses are OCI cardholders and they have a permanent residence in India.
  4. University students who are OCI cardholders (not legally minors) but whose parents are Indian citizens living in India.

2. All other terms and conditions specified in this Ministry’s Orders dated 13.03.2020, 16.04.20 and 05.05.2020 shall continue to be in effect.

3. Those coming under above categories may -

  1. Fill up online registration form at https://www.hcisingapore.gov.in/registrationform
  2. and
  3. Write to us on hcoffice.singapore@mea.gov.in with specific reasons and supporting documents for permission to travel to India.

As mentioned above, they will not need any visa to travel but need to be enlisted in the Passenger manifests being prepared by this Mission for the special repatriation flights to India and shared with Air India for issuance of tickets.
